Against a toss you can go ling lurker or ling muta. It really matters what he is building. If you really want to do a good contain lurkers are your answer.
lurker>infantry
if you go muta he can just go corsairs templar archons and own you. Spine is right about hydras being the main thing you build. Hydras beat about everything the toss has except for the templar(which you need to learn how to avoid which is pretty hard and the goon reaver combo. If you do manage to catch him without detection with lurkers expand everywhere and pump drones and lings/hydras. If you are having problems with psi storm early than while he is teching to templar which takes a while, grab a couple of expands and just overwhelm him. Another tip for expansion defense is the lurker spore colony defense which is pretty effective because the spore colonies hit the observer.
